Pahang — Technology Depository Agency Berhad (TDA), together with the Ministry of Finance (MOF), the Ministry of Defence (MINDEF), the Ministry of Home Affairs (KDN), the Ministry of Domestic Trade and Cost of Living (KPDN), and government agencies from across Malaysia, has successfully concluded a Performance Management Framework (PMF) Development Workshop under the government's Performance-Based Contracting (PBC) programme.

The workshop forms part of a nationwide engagement series TDA is running with ministries, statutory bodies and enforcement agencies to test and refine the performance standards that will govern the Central Contract for the Supply and Delivery of Various Small Arms Ammunition. Rather than issuing a framework top-down, TDA structured the session as a working dialogue: procurement officers, technical users and end-user agencies sat with TDA's PBC team to stress-test draft key performance indicators (KPIs) against real operational conditions.

Why a Performance Management Framework matters

A Performance Management Framework is the operational backbone of any Performance-Based Contracting arrangement. It converts a contract's obligations into measurable, auditable standards, covering delivery timeliness, product conformity, storage and handling integrity, and after-sales responsiveness, so that payment and contract renewal are tied directly to demonstrated performance rather than to the mere act of delivery.

For a category as sensitive as small arms ammunition, that discipline matters twice over. Agencies need certainty of supply; the government needs assurance that suppliers meet consistent quality and safety benchmarks across every agency they serve nationwide. A shared PMF removes the inconsistency that arises when each agency negotiates its own informal standards, and it gives TDA a single evidence base to manage supplier performance across the whole contract portfolio.

A two-way dialogue, not a briefing

TDA highly values the close collaboration of all ministries and agencies involved in ensuring the success of this workshop. Sessions were deliberately structured to surface friction points early: agencies raised concerns about stock rotation cycles, remote deployment logistics and audit documentation, and TDA's technical team worked those inputs directly into the draft KPI set on the spot.

That approach reflects TDA's broader mandate. As the agency entrusted with developing and administering the Industrial Collaboration Programme (ICP) and Performance-Based Contracting on behalf of the Ministry of Finance, TDA is expected to translate high-level procurement policy into standards that hold up under real field conditions, not just on paper.

What happens next

Input gathered from this workshop, and from parallel sessions TDA has run with individual agencies including the Joint Force Headquarters (MATB) and the Ministry of Health together with the National Disaster Operations (NDO), will be consolidated into a refined PMF ahead of the Central Contract's implementation. TDA expects the finalised framework to serve as a reference model for future Performance-Based Contracts across other procurement categories.

The engagement also reinforces a wider shift in how the federal government approaches large-scale procurement: moving away from one-off tenders and towards long-term, outcome-accountable contracts managed through a dedicated agency. TDA will continue to publish updates on the PMF's progress and on related ICP and PBC milestones through this newsroom.
